For an outdoor seating area of a restaurant heated by 'non-glow' electric radiant panel heaters (in winter) what is a minimum acceptable globe temperature reading in the area?

I looked in ASHRAE 1993 Fundamentals and 1991 Applications. They don't seem to give  a clear answer. There many variables that need to be addressed such as clothing R value, air movement, humidity, configuration and location of heating devices, blocking of radiation due to tables and other furniture, surface temperature of heating device, color of globe, physiological condition of subject peoples, reradiation of floor, etc.  Maybe a newer version of the ASHRAE books will give more information.  My experience is that the newer versions give more information but less answers.

I would talk to someone who sells heaters for this application and see if they have any recommendations.

I also followed the same path as stanlsimon, and plugged through the radiant heating and physiological comfort sections for a while before giving up and moving on to vendor sites.  It looks like these are specified on a W/m2 (BTU/h ft2) basis which varies depending on mounting height, method etc.
