Not exactly. a bajillion small holes have a vastly greater perimeter-to-area ratio than a single large hole. Wall effects affect the effective Cv. (Sorry, I had to do that)
One handy number to bury in your day-timer: A 1/8" hole has a Cv of 0.27.
You can pile in 1/8" holes until you get the Cv you need. The holes should have a counterbore of at least 3/16" After 1/8" of plate thickness. There is a limit on how many holes you can drill in a given size plate: if you drill the holes too close together, the plate can tear on the perforation and wind up destroying something expensive downstream. Oh, and only use these on CLEAN flow. They make good strainers.
