Partial discharge is what happens in gas (mostly air) pockets inside an insulation system. It produces ozone (O3) and the ozone breaks down insulation so you get insulation breakdown after a few years.

Streamers are precursors to flash-over in air (or along a surface).  If you get streamers during PD test, you probably have sharp edges on bolts, wires, connectors etcetera.
