Is there a way to change the default format of Bullets and Numbering for my dwg tmplt ?  i.e. to use "1" instead of "1." and to change the default indentation settings ?

I do not know of a way. I think "1." is standard anyway.
You can not use bullets and insert each number how you like. Select the note, click at the beginning, go to Text Format, insert symbol "CL icon", change Symbol Library to the type you want.

You can change from "1." to "1" by getting into edit mode for the note, right click the bullet, and go to Bullets and Numbering option.  There you can customize number format, indentation, etc, but those changes only affect that specific note.  Even within the same dwg when I insert new bullets somewhere else; goes back to orig "1.", etc.  I haven't found a way to make a customized change that comes in with my template.  Would be handy.

Strange, I tried that several times, couldn't get it to do it. I closed SW, reopened, not it works.

Once you have edited the note, save it as a block for future use.
