How do our British peers handle professional civil consulting licensure?

If there is a process, what are the general requirements?

Start with the Engineering Council:

www.engc.org.uk

Then have a look at the Engineering Institution which most closely matches your professional interest.  Largest ones are probably:

IET (formerly the IEE + the IIE) for Electrical/Electronic engineers,

IMechE for mechanicals

ICE for civils.

The primary document for determining competence is called UK-SPEC.

"UK-SPEC is the standard for recognition of professional engineers and professional engineering technicians in the UK. The standard is published by ECUK on behalf of the engineering profession"

It is pretty broad and it is up to each institution to deiced how they demostrate to the EngC how they meet the standard.  On top of that each individual institution has its own standards.  The link below is for the civils approach.

In general the process is a not as heavily dependent on calculations and exams as the US PE, with the possible exception of the IStructE which does require a technical exam (design a building, two schemes, one detailed, size all primary members, do all construction drawings, write specifications and then modify it following client change, all in seven hours).

Forgot to say the process is the same in Scotland, Wales and Northern Ireland as well.
