I have read couple articles that by looking at the direction of rise on voltage and current together, one can tell if the surge is originated at the utility side or the customer side.
It means that if both are positive or negative its the utility that originates the surge and if the direction of rise are opposite then the customer is originating this transients.
Any Other ideas on this, considering that they are not too many units out there which can distinguish this. I don't know any !!!

It can be set up to discriminate between pulses originating within the equipment and pulses originating outside of the equipment by using two voltage sensors per phase separated by a small distance (1 m?) and examining which sensor sees the pulse first.

The wave travels at around 200 metres/microsecond. So using 50 ns/div and a couple of metres between the measuring points will give you a 0.2 div difference between the pulses. It is very easy to see which one comes first. Be sure to use identical probes for both channels. And do compensate them before you measure.
