delta delta 33/11 kv power transformer

(OP)
we have installed two 1.6 mva 33/11 kv delta-delta transformers in a substation supplying power to domestic consumers including a water supply installation employing 3-phase induction motors/pumps.The 11 kv supply is taken through overhead lines and stepped down using distribution transformers (delta-star) near load centres.the delta-delta transformers(33/11kv)have their usual protective devices. However, they are prone to frequent faults.
what i need to know from experts:-

1. is there a requirement(mandatory) to have a grounding transformer alongwith delta-delta transformer.

2. is delta-delta transformer suitable for such type of loads.

3. what is the most suitable type of transformer----delta-delta, delta-star
