It can be PURCHASED from Global Engineering Documents, which is the official distributor of API standards.  Their web address is http://www.global.ihs.com/.  The API codes are not distibuted free of charge.  If you find a place to obtain them for free, then it is akin to stealing from API, and can probably expect to hear from their attorneys if you download a "free" copy.

What is the tolerance for vertical, diagonal and lenght dimensions of each plate of a vertical storage tank according to API 650

I know this is very late to respond to this thread, but if you are still interested in plate tolerances I offer the following.  A shell plate is typically layed out and cut to plus or minus 1/16 inch on length and width.  The diagonal tolerance is normally i/1 inch.  Hope this helps.

Correcting my previous post to this thread... the tolerance on the diagonal dimension of a shell plate is 1/4 inch.

I am very sorry, but I have to correct my previous correction.  The diagonal tolerance on a shell plate should have read 1/8", not 1/4".
