I will make air coolers by myself U-stamp). In the coolers are finned tubes of aluminium. The tube material and all pressure containing parts etc will be placed an ordered according to ASME (SA), further no problem. But is this also necessary for the Fins? This is aluminium what is fixed on the pipes but has is influence on the pressure containing parts/material? Is aluminium obtain standard according to the SA?

The aluminum fins in this case would be considered heat transfer surface and as long as they are considered non-pressure parts they do not need to be supplied under an SA/SB material specification. See UG-4 General in Section VIII, Div 1.
