Design loads for piers, gangways, etc.

(OP)
I am trying to establish design criteria for floating, and fixed piers, as well as gangways intended for sale.  I have not been able to find any applicable "universal" design codes (live loads, deflection limits, etc.) for any of these structures.  Does anyone know of any?  I was also wondering if these structures may be covered by the ASCE 7-02 Minimum design loads for buildings and other structures.  Thanks.
