Is there anything to contradict cutting a 1/2"-3/4" hole through a section of ASCE rail at 8'-0" centers for the length of the rail.

I believe the rails are ASCE 30 rails.

The intent is to provide drainage across a set of door rails and allow the water to move from one track to another and eventually run off.

Drilling is preferred to torch cutting and you want to stay as close to the center of the web as possible.  Can you guess at the wheel load of the doors?
