API 650 Appendix states that for tanks 12'-0" or less in diameter a maximum pressure of 5 psi shall be used.  Can a lower test pressure be used for this size of tank, between 2 psi and 3 psi for example?

Since API gives a maximum, I would assume a lower pressure could be used, and perhaps should be used in many cases.
