Is actual commissioning of fire, F/S and smoke dampers involve whether they close w/o binding or is it just installation checks such as for sleeve clearance, breakaway connections, access doors, etc?

Thr commissioning would definately be w/o any binding and the combination fire/smoke dampers must close when they reach their UL Standard 555S temperature rating to maintain the integrity of the firewall.
Fire, ceiling, and smoke dampers should be installed in accordance with the manufacturers’ instructions. NFPA Standard 90A gives general guidelines regarding locations requiring these dampers. ASHRAE handbook 2003 applications section A52

Right, but in commissioning the building I believe you'd wreck the UL rating by cutting the fusible link as a field test, and it's not normally done. For these devices, look for proper installation and maintenance access.

The fire damper testing is destructive in nature (unless it is electronically activated by smoke or temperature sensors). I didn't check NFPA (as it is not relevant at my place) but all fusible link dampers are type tested and have the certificate with you as an installation check point.

For Fire Dampers, Fire & Smoke Dampers and Smoke Dampers, what is important is that all installation recommendations are taken care of (NFPA 90 guidelines, for example).

For Fire Dampers with Fusible Link, insist on UL Certified Fusible Links.

For Dampers with actuators, use a Control Panel, which will permit you to check Damper Operation via the panel (Closing and Opening for Spring Return Actuators).

Finally, source Dampers from a manufacturer who has had his dampers type tested at a competent facility for conformance to UL555 standards.
