I have one ploblem. I have to wrap up original stack with 6 mm.thickness mild steel to increase stiffness.I don't know about plug welding standard.what is distance between hole?

Plug welds normally are used to secure a barrier material to a substrate or to join two materials using a lap joint design. If you need to stiffen the original stack, I would suggest seal welding the entire 6mm thick panel ends to the original stack versus plug welding.

Assuming that the original stack is also mild steel and weldable, you might consider  vertically elongated holes that you would fillet weld to the stack. Then, considering the bending loads, you might be able to calculate the stresses and verify the stability. I am not aware of standard requirements.
Welding fins as stiffeners instead would not meet your requirements?
