Looking for safety standards related to medium voltage 1kV-15kV distribution systems when fire fighting, general maintenance and protection (boundaries, locking mechanisms, etc).

Try NFPA 70E. It should give you an idea of how to approach electrical systems from a safety viewpoint.

For maintenance, I would suggest NFPA 70B or NETA's publication MTS 2005 Maintenance Testing Specifications 2005

As far as firefighting, I'll leave that up to someone else.

OSHA has some standards as well - similar to NFPA 70E.
