When the duct burners are NOT lit, HRSG flue gas occupies the volume inside of the burner piping.  On the outside of the boiler where the fuel piping is subject to the ambient temperature the moisture in the flue gas condenses.  This creates rust and clogs the burners and pilot gas lines.

Anybody else here have the same problem?

I am considering 1) installing purge air on the lines when the burners are off-line, or 2) leaving a bleed open so the water can not accumulate.

Purge air would work just fine.  Eigher plant air or compressor bleed.  All a drain does is remove the moisture so that more can replace it and condense.
