What is the best course of action to remove the existing rust/corrosion and paint the steel so that we could get at least 15 years out of it. The environment is pretty harsh with hot moist summers and below freezing winters with snow and ice. The paint will be used on the stairs as they will be exposed to salt/calcium chloride. Also, the location is close to the ocean and has to resist salt air as well.

You need to remove corrosion products (abrasive blasting would be good), then you should attempt to get zinc on the surface (galvanizing).  Then, use two layers of paint, with epoxy as the first layer and urethane or acrylic as the top.

There are several available from SSPC, such as:

SSPC-Paint 28, Water-Borne Epoxy Primer for Steel Surfaces

SSPC-Paint 36, Two-Component Weatherable Aliphatic Polyurethane Topcoat, Performance-Based
