How to design Expansion Joint??

Hi,
How do I determine if I required the Expansion Joint for shell and Tube heat exchanger(fixed Tubesheet type)?
Following are the max temperature for each condition listed below.
Design Conditions
Shell side P(psig)=150 Temp(min/Max)=32/250 deg F
Tube side: P(psig)=150/FV Temp9min/Max)=32/250 deg F

RE: How to design Expansion Joint??
You will need the metal temperatures of both sides as determined by a rating program. Unless the tubesheet is welded in, you will need the operating and gasket seating moments of the attached flange.
The worst expansion case is when the hottest temperature is in the tube side.
