We recently discovered that one of our transformers was leaking oil. I have been assigned the task of replacing this pad mounted transformer with a new 2000KVA transformer mounted on a containment vault to contain any possible future oil leaks. I have never done this and was wondering if anyone can give me any guidance as to what to look for as far as the vault design. Are the vaults designed to be weather resistant? Would a sump pump be needed?

with sumps that trap the oil and allow the water to leave.
might want to to a search for oil containment enclosures.
i will look for the flyer that i had. not sure where it got to.

Any containment system that catches oil will also catch rainwater. You will need to monitor the vault for water level.
The installations I have done use a float switch that indicate when the water level is high. When it is high someone had to sample the water if there was no oil it was pumped into the storm water system.
There are seperate vaults with oil traps in them. The company above for one makes them. For a 2,000 KVA transformer I would duct the vault under the transformer to a vault with a wier/absorber material in it. Get some help this is what environmental engineers do.

Other than that, your only major design concern about sticking the transformer below grade would be flooding (other minor concerns might include access, confined space permits, cooling air, etc.).
