I have a construction grade Craftsman laser level.
The beam appears about 0.08 inch wide at the range I want to use it, and is quite dazzling.
Is there a device I can use to re-focus the beam for better resolution?

Then it's about as good as it gets with cheap optics.  You could try putting something like a mirrored sunglass lens to reduce the intensity, which should narrow the effective spot width.

Try using a decent HeNe laser with a collimator. Lower quality diode lasers can yield oval spots and generally diverge alot over distance. You may also try to create a smaller aperture over the beam with a pin hole in a business card where it leaves the level. This will greatly attenuate the intensity of the beam though.
