Have been asked by a customer to mold a 3/4 inch thick  9 inch dia flexible disk with a hole in the center.

Understand that it fits on the arm to help swimmers float.

Would like some idea of what materials would be best to make this happen.

Closed cell EVA foam, as used for the soles of rubber thongs and for "Boogy Boards"

I presume they want to foam the part. If you want a more flexible material than EVA I suggest you look into foamed TPE.  Many of these arm bands are made from foamed Kraton based material. You can buy from GLS in the US 800-457-8777.
