WE ARE WORKING IN THE LATERAL ANALYSIS (WIND LOAD,NO EARTHQUAKE) OF A PRECAST PARKING GARAGE  AND MY QUESTION IS THE FOLLOWING :DO WE NEED TO PROVIDE CHORD REINFORCING FOR THE DIAPHRAGM FORCES IN ALL THE PERIMETER OF THE PRECAST BUILDING OR COULD WE ASSUME THAT THE WELDED WIRE MESH IN THE TOPPING WILL TAKE THESE CHORD FORCES?

Did you check the assumption that the welded wire mesh takes the chord force?  It is one thing to assume that and another to check if it is true.  Either way, I believe you should provide for the chord force in some manner.
