How do I tap a 1.5-11.5 TPI (feed .0869")on a machine that has all metric scales?

If you have a CNC, thread milling can be a solution.
Or you can calculate the feed rate per revolution TPI/25.5 then make a syncronization among the cutting speed and feed according to that value.

(1 in) / (11.5 thd) = 0.086957 in/thd

(0.086957 in/thd) / (0.03937 in/mm) = 2.2087 mm/thd lead. Just use 2.2087 mm as your pitch in your tapping cycle.
