I would like some clarification on the requirements for mid height splices in UBC97 for frame members which are not designated to be part of the lateral force resisting system. There appears to be an anomaly related to this item in section 1927 and in particular clause 1921.7.2.2 which cross refers to clause 1941.4.3, which requires you to provide mid height splicing , whereas if you don’t calculated the inelastic drift moments you can refer to clause 1921.7.3.3 which does not require you to provide mid height splicing. The same requirements are also reflected in ACI 318.
