Is there a formula for calulating the air flow (standard cubic feet per hour) for a tank vent opening given the diameter of the connection and the internal pressure of the tank?

Atmospheric tank?  I would guess the flow rate is the same as fluid flow into or out of the tank.

Assuming incompressible flow (reasonable at low pressures) check standard formuale in Marks, Roarks, etc.
