I am working on moment resisting-frame in ANSYS and i want to know how to define the boundary condition at the joints to make it moment resisting frame

I can't exactly figure out what you mean but, generally speaking, when you want to define some kind of kinematic constraint I think the best way is to use MPC184 element (Multi-point constraint).

or is thiere something funny with ANSYS (not hitting on ANSYS, just that i know some codes have the freedoms in the elements and some at the nodes).

rb1957, ANSYS assumes that beams attached to a common node are "welded" together. If one wants to set one beam free from the other, he has three ways to do so:
- duplicate the node, then attach one beam to the first and the other to the second; then set up a Coupling in order for the coinciding nodes to follow one another for the desired DOFs
- variant of the previous: use a MPC184 where one wants to create kinematic joints (I do believe this is the best way!!!)
- create the beams as usual, but use "end releases" for the wanted DOFs.
