The 3/2 start requirements comes from the API standards specific for the oil and gas industry.  If you are interested i will find out the actual references.  these standards outline the requirement for the compressors and and pumps being driven - and probably based on the old saying time is money!!

I just wanted to point out it wasn't the norm from my point of view, there have certainly been times when I wished I had a third available.
