What is the ratio of sulpuric acid to rodine 213 when you are preparing acid for cleaning stainless steel tube

I haven't heard of using Rodine 213 with H2SO4, only with HCL in the range of 0.05%-0.1% v/v.  

If we used a Rodine product for H2SO4 it was Rodine 85.

You could contact the Henkel Corp as they took over from Parker who took over from Amchem.
The Henkel site is very convoluted and it is hard to find any information and my suggestion would be to find a distributor of Henkel Surface Technology Products and take that route.
