Carbon Steel with Cladding Cu-Ni

I have a Shell & Tube Heat Exchanger where tubes shall be SB-111 C71500 (Cu-Ni 70-30). In this order:
1) Channel is Carbon Steel with Cu-Ni 70-30 cladding.
2) Tubesheet is forged Carbon Steel with Weld Overlay Cu-Ni- 70-30 (channel side).
Is it correct to specify:
SA-516-70 + cladding Cu-Ni
SA-266 Cl4 + W.O. Cu-Ni
My question is regarding what would be the correct ASME specification for this Carbon Steel Sheet + cladding and the Carbon Steel Forge + Weld Overlay.
I see that SA-265 is a sheet intended for this use... but isn't that more expensive? And for forge C.S. what would be the correct specification?

Once you decide on the necessary Standard Specification for the tubesheet and channel barrel forgings, I would specify a CRO (corrosion resistant overlay) with the minimum deposit thickness.
