I aggree the report is very interesting.  The video highlights the issue in high quality.  

Most chemical sites wont have that much storage of bottles but it is certainly something i will pay more attention for new installations.  Normally a slight "pop" on an RV is not normally that much of a major concern becuase it vents to a flare or stack, but on these bottles it lookes like is always local..

so even for N2 bottle banks, the hazard for premature failure needs to be considered carefully..
