I am still confused between terminology when contractors are referring to lower, bore, directional drill of a pipe segment. I hope I could be lucky enough to have someone explain to me in details. Thank you very much.

I think of it this way.
A HDD or Horizontal Directional Drilling is typical of large diameter pipes and long runs. The drill head is controllable. It can go anywhere - up, down, left, right, forward, backwards. The drill is continuous. The drill head goes forward, and stuff goes backwards. I am currently involved in a 1.5 km HDD (that's almost a mile). I have heard of HDD over 3 km.
A bore, I tend to think of as more like an auger. You stick it in the ground, then pull it back out to get the material out. Stick it back in and do it again. I tend to think of bores are being for shorter distances, like maybe 100 m (about 100 yards).

I've never heard the term 'to "lower"', but I think they must be referring to what I've always thought of as "trenching" or 'to "opened cut"': excavate, insert bedding, pipe and backfill.

That is right. You "lower" an assembled segment of pipe into a trench or open cut and you "feed" an assembled segment into a bore or HDD.
