Does anyone know of a proceedure that would create a counter bore whose depth is pre-set for the default screw lengths. For example: If I needed to use a 1/2-13 x 3" long SHCS, the counter bore would have to be a specific depth (not just the head depth that solidworks defaults to). This would keep the screw engagement from being too long or too short.

How tight are you trying to control your thread engagement? Why do you not just specify the appropriate length fastener?

head length is: Head_ht@BodySke
body length dim is: Length@BodySke
The hole wizard depth looks like: Hole Depth@Sketch2
By double-clicking the parts in the assembly, just pick the dims you want to use.
I made a part called 1 (for simplicity), and this equation makes the hole depth equal to the head height and length of the cap screw. You would have to add the mating piece, but I am not recreating a whole assembly here, just showing you how to do it.
