utility power source 380/220 vac, 3 phase, wyn 50 hz with neutral. Question-is the neutral normally grounded in countries outside of the USA, such as the middle east for this type of power.

The Middle East has inherited the 380/220 V TN-C and it is very common. But there might be exceptions.

You're correct on the middle east, and at least one exception being Saudi. Last time I was there, they were still using 220/127V 60Hz.

To complete the answer to your question, you should be advised that in USA and Canada the most commom low voltage distribution level is 208/120 V, 60 Hz. The utility provides for each of their residential customers two phases and a neutral, and the residential wiring is designed such as the appliances are to be fed phase-to-phase (208 V) while the rest of the receptacles are phase-to-neutral (120 V).
