first time this has happened, but when I am in model space my dotted lines show up fine, but when I create a new layout in paper space they turn solid?
Does anybody know why?

any help appreciated.

Probably the viewport scale factor. I usually set the ltscale factor=1 and the psltscale factor=1. The linetype won't look proper in model space, but it will look consistent in the viewports, no matter what scale they are.

In paperspace, turn psltscale to "0" and regen, it should look fine after this.

If you need multilple scales in paperspace, do as lpseifert suggested (ltscale in modelspace to 1, and psltscale in paperspace to 1)  This will cause all linetypes to look the same in paperspace, regardless of what scale te viewport is.

If you want to have the line style always shown, you can use the viewport maximize button (2005 and above).  This essentially maximizes the viewport, so it looks and fells like you in model space, but the line styles will be visable.
