Need info on proper engine alignment procedures for steel hull,diesel powered,twin screw,2400 hp,90 ft. range of towing vessel.

Measure, shim, jack, cut, fabricate, weld, whatever it takes, recurse.  What else do you need to know?

Contact the engine maker. Typically they will have detailed written proceedures, specific to your engine model, foundation, and engine mount type.
Proceedures will also be a function of the technology available locally, laser, bearing jacks, etc..
Some major makers, have dedicated services and teams for alignment support.
