Could anyone shed any light on the easiest and most cost effective method of : 1.Recycling nickel hydroxide sludge.
                      2.Removing the nickel from nickel hydroxide sludge.

Presumably this hydroxide sludge is from a lime precipitation process, thus is a nightmare to handle.  Have you looked at ammoniacal leaching and subsequent electro-winning to recover nickel.  Process would however depend on nickel strength and other impurities
