Is there an ASTM reference for plastic coated dowels as typically used in highway construction?

I would check with AASHTO material specifications, there is usually an equivalent ASTM material specification.
There are many different testing requirements. I just googled "AASHTO epoxy coated rebar specification" and AASHTO M284 came up several times. The CRSI website gave this information on this spec.

Covers materials specifications and test methods commonly used in the construction of highway facilities.

If you do indeed mean epoxy-coated bars, be sure to check if they are permitted by your state's DOT.  Some states do not allow the use of epoxy-coated rebar.

The ones I am looking for are not epoxy coated bars. Epoxy bars are usually used for bridge deck and abutments and are normally green in color.

The plastic coated dowel bars are for highway slabs (shear transfer) and are set in wire baskets. They are usually yellow in color.

I would follow UcfSE's advice and look at your state DOT specifications and approved product listing for this information. You could also contact your DOT project liason and ask he/she for this information.
