Our client specifies the use of UBC 97 , Zone 0 , Soil type SD. However table 16-I defines no Z-factor for Zone 0.

Can you please help me out ?

If Z=0 , does this mean earthquake need not to be considered , because if using Z=0 , the factors Ca and Cv for earthquake design are not listed ?

Zone 0's are "earthquake free zones".  No earthquake is allowed per 20CFR19Q.  j/k.  Seriously.  Yes, earthquake need not be considered in Zone 0.
