Regarding thread725-130042, you might find API RP 2201 helpful.  

Can anyone help me with this question. I am trying to come up with a uniform policy for hot tapping onto refinery piping in sour water service or hydrogen service.  So far, I am requiring that they adhere to the guidelines of API RP 2201 (to cover burn-through etc.).  My other provision is somewhat controversial: (for both weldolet or split tee type) require either temper beading or 300 F minimum preheat in accordance with NBIC RD-1030 Method 1 (if possible; may not be with sour water lines due to heat sink).

Can anyone comment on alternative approaches?  Thanks.
