Plane on Surface is Offset?

I'm trying to create a plane on a cylindrical surface. I know, pretty straight forward. However, the plan is created offset from the surface, and I cannot determine why. Has anyone run into something like this before? Using SW2005.

In the attached image, the plane on the surface was created at the part level, while the plane offset from the surface was created at the assembly level. Both were created using the same technique discussed above.
