The ASME Specification for SA 106, references an ASTM Standard, A 520, which has been withdrawn.   Must Code users still apply the requirements of a withdrawn standard?

Even staying within one organization you may not find consistent updates.  ASTM A 106 is the Standard Specification for Seamless Carbon Steel Pipe for High-Temperature Service.  ASTM A 106 refers to A 530 with no mention of A 520.  A 530/A 530M is the Specification for General Requirements for Specialized Carbon and Alloy Steel Pipe.  ASTM A 106 refers to ASME B36.10, Welded and Seamless Wrought Steel Pipe.

Thanks Metengr.  As it turned out it was a non-issue, but, it was the first time I encountered this situation.  This particular ASTM spec had been withdrawn in 2000, yet the current edition of Sec II references it for SA 106.  I guess it's just a matter of time for the correction to be made.
