I draw a map in model space and
in paper space I insert scale bar.
I want the lines of scale above map.
(I thinks if I draw in paper space when I print out
the objects in paper space will above the object in model space, right?)
When I print out on layout(Paperspace)the lines of map above lines of scale bar.
I try to use draworder but maybe
it only effect each space.

Can you show me the way to trick it ?

As far as I know, draworder only affects the display within each space, not the relative order of model vs paper space.
If you want a blank area under your scale bar, try using express tools to create a wipeout object in paper space to blank part of your model view.
Another way is to create a solid 'plate' in modelspace, lifted above (elevation, z) your map model.  Align this with the position of your scale bar, and set the viewport properties to 'hide'.

There are some issues with the shademode variable. Make sure you have shading set to 2D in paperspace.
