Is it mandatory to invite a third party inspector or an authorized inspector for the qualification of welding procedure?

The company is applying for an ASME certification, there are some missing PQRs which needs to be prepared. I can't find in ASME IX or I that the presence of authorized inspector for the preparation of welding procedure is mandatory...or maybe i overlooked that.

Third party or AI witnessing of procedure qualification is not required by the ASME IX or I Codes. The manufacturer is required to certify its PQRs.

The AI has every right to view any aspect of welder or weld procedure qualification.

The company is involved for the construction of HRSG and they are applying for the ASME certification. They have to complete the requirements including the WPQR...I think the function of AI is only to review the prepared WPQR and WPS by the company.

ASME Section I, PG-90.1.8 defines the AI's resposibility as "Verifying that all welding procedure specifications, procedure qualification records, welder and welding operator qualification records conform to the requirements of this Section (PW-1.2, PW-28, PW-40.2, PW-47, PW-48, PW-53).

ASME Section IX, QW-103.2 states "Each manufacturer or contractor shall maintain a record of the results obtained in welding procedure and welder and welding operator performance qualifications. These records shall be certified by the manufacturer or contractor and shall be accessible to the Authorized Inspector".

It appears that you are in the initial "Joint Review" process to obtain your Certificate(s) of Authorization and it appears that your company did not fully demonstrate its capability to comply with all requirements of welding procedure qualifiation in its demonstration or predemonstration ["missing PQRs"]. It is not uncommon for the AI to require witnessing of Procedure Qualification in these cases. He must verify that the applicant indeed  fully understands the qualification requirements. If this is the case, my advice is to accept the AI's aid.
