How do I calculate required thickness for a quartz window that has a 0.75" diameter stress area in a vacuum chamber under a pressure of 10^-3 Torr?

I don't want to discourage you from calculating the thickness of the quartz window, but on such a small dia you will get a very thin piece of quartz.  I think you would be better off by buying a ready made window of a slightly large size.  This solves two things it gets you the mountings and increase the field of vision if the mounting flange/nozzle has any length.  
We used a lot of quartz windows supplied by various manufacturers, like M.D.C. and Huntington for our view ports.

Thanks, I plan on buying an off-the-shelf optical grade window. I just wanted to make sure I had safety margin for the thickness I selected.

You can give either one of the companies posted above you requirements, like transmission range, temperature, and the safety margin you require and they can give you a window to meet your requirements.

If you purchase a flange/nozzle make sure you purchase a spare widow and gasket set.
