Does anyone know what the cob (chip-on-board) is on a flashing led novelty pin? Or a one chip solution to flashing an IR led? Needs to be a very small package, space is very limited.

First thing I would try would be to get one of your novelty pins and tear off the coating then look at the chip with a microscope. Often they have logos or part numbers on them.

Found it??? A quick google using "Melody IC" (since the companies that make these devices probably also do blinking IC die) found www.mosdesign.tw who list "LED BLINKING" as a product category. You might look here or continue my google search.

Looking at the specs of a blinking LED indicates that it may work.
