When importing assemblies from IGS, STP, or Pro-E files I often get some component parts that import as construction surfaces while other components translate properly to solids. I can't seem to control this, so the question is: 1)  Are there import settings that will enable the files to produce all solid components.

Yes,

It is somewhat trial and error based on the importing application and the settings it used to export the neutral file.  Basically, select the file you want to import and before you click open, select the Options button the open dialog box.  This will bring up your import options such as heal, heal and stitch, surface tolerances, etc.

There are occassions, such as non-manifold bodies, where you will always end up with some surface features.
