In what code book or where can I find the filler metal requirements for P5 to P1, for SMAW process.  I am sure I've seen it somewhere before.

Standards and Codes normally do not provide filler metal recommendations. For joining P-No 5A to P-No 1 base materials you can match the filler metal strength to either P-No 1 or P-No 5A base materials. For either case, the filler metal must be as strong as either of the two base materials being joined.

So if I use the filler that I used to qualify P5 to P5 it should be OK for P5 to P1 or am I miss understanding you?

Yes, per the requirements of ASME Section IX.
