when a cable gland is rusted, should i replace it?. which standards for inspecting it? thanks.

Is it rust or is it some other corrosion? If it is rust (iron or steel gland) then I think that it should be replaced under all circumstances.

Then, if it is an EMC gland, you have to choose a better quality or your equipment will be soon out of spec.

Like all installation components, the gland has a function. And therefore needs to be replaced when rusty or otherwise failing. That goes for the enclosure, too. And front door. And gaskets. And everything with a "secondary" function. Keeping these things in good order is part of the maintenance process.

Steel glands? I've not come across a steel cable gland before: are you sure it is definitely a gland and not some sort of conduit or pipe fitting being used as a gland?  Brass glands are pretty standard, aluminium is not uncommon, nylon is common too for non-armoured cable. If the 'gland' in question is rusting, replace it with a proper gland made from a non-rusting material suited to the environment and cable.
