Which standard or procedure cover the testing for grinding wheel at the manufacturer plant , before sending it to the customer use.

I know that a test it is to run it at 150% the surface speed for a while, but I do not have a standard to follow.

Probably the best way to start is to get a good quality new wheel of the type you are concerned with and look at the label.  I don't have one handy but I've seen references on different labels.
You might also check the different manufacturer's web sites for a reference.
