Many pages of each code address the same subject matter with only minor differences between them, e.g. stress allowables for various materials as a function of temperature.  But is there a general written reference / synopsis which addresses the MAJOR differences between say process, power, gas piping?

Yes, read the Introduction in any of the B31 Piping Codes.

...........and read the Scope paragraphs to see what is explicitly included and explicitly excluded by any specific "book".

One other thing:  every B31 "Book Code" stands completely on its own.  That is to say that the design rules for any "book" must be used with that same "books" rules for fabrication, erection, examination and testing.
